Our answer:
No, you can not build an operable skylight with glass blocks. The skylights are constantly exposed to weather and rain and therefore, they are complex constructions that guarantee water tightness.
The best and more affordable solution is to opt for a typical skylight in standard dimensions. In the market you can find a great variety of such products (awing, casement, sliding, etc).
Normally they are double glazed and they have shading system, like louvers.
