Grass and leaf brooms (or leaf rakes) are made by metal, and their wires are so flexible that can be even bended by hand. So, you can easily make a wall hanger for kitchen utensils and towels without using any special tool.
All you have to do is bend with your hands a few wires making the hooks. If needed, you can make more hooks by simply bending more wires.
You can hang the hanger on the wall by fastening with nails. Use two nails instead of a single nail, otherwise the hanger will be rotated around the nail.
